What are OER and DER and what do they mean?
OER stands for Offensive Efficiency Rating.  DER stands for Defensive Efficiency Rating.  This is a system
whereby a basketball team's "efficiency" can be statistically rated.  Simply put, OER is the number of points
per possession for any given team.  The result of every possession is recorded play-by-play.  If a team turns the
ball over, "plus zero" is recorded.  If a team shoots and does not score before the other team gains possession,
"plus zero" is recorded.  A team scoring a field goal is given a "plus two" for the possession.   If fouled and a free throw
is made before the other team gains possession, three points is recorded.  Although somewhat rare, it would be
possible for a team to score four (or even more) points on any given possession.  For example, a three point shot
could be made and the player who made it was fouled in the act of shooting.  The free throw attempt was missed
and the offensive team rebounded and scored on a power shot, resulting in a five point possession.  At the end of 
each half (or even each ten possessions), the number of points scored is divided by the number of possessions, 
giving a points per possession number.  The opponent's OER is referred to as the home team's DER.
Over my 37 years of coaching experience, the following scale can be referred to with some degree of accuracy
as an indication of the probability of winning/losing with any given OER or DER.

.701-800 win approx 90%, lose approx 10%
.801-900 win approx 80%
.901-1.00 win approx 40-50%
1.01-1.10 win approx 35%
1.11-1.20 win approx 20%
1.21-1.30 win approx 10%
1.31+ rarely win
